It looks like we have found and fixed the problem. The RRDTOOL variable was not being set in /usr/local/nagios/libexec/process_perfdata.pl. Once we added that, the rrd files began to populate and performance data is displaying as expected. You may close this thread.

Monitoring engine is enabled. We were also able to stop and restart all nagios processes including the npcd deamon to get the LOG_LEVEL=1 setting enabled but nothing is getting logged.
