Sorry for taking so long to reply.

Alright, so when I run the command the way you wrote it (substituting my values of course), my terminal freezes for a second, and then takes on the appearance of a telnet/ssh session.

I.e.:

This config is quite small. You are missing some important entries. For example, you are missing the [/settings/external scripts/wrappings] section:
[/settings/external scripts/wrappings]

You may need to run in the CMD (see the top portion of the file):

then restart the NSClient++ service.

Run this on your Windows server from the NSClient directory (in a command window). There is an nscp.exe file in that directory.

Alright so when I run this, a secondary cmd box pops up that says:

It pops up right after I run the command, says the same thing like 3 times, then goes away.

So just to be sure, do the following, open a cmd prompt on the windows server and run:

cd path\to\install\dir

nscp settings --generate --add-defaults --load-all
As an example, my cd command was directed thusly:

cd C:\Program Files\NSClient++\
I'm not sure why you would be getting a failure from that command, as it is only intended to expand your config file (not necessary with nsclient++ 0.3.9.x).
