("After scheduling flexible downtime when service enters critical state nothing happens. Service enters downtime 3 second after entering Critical Hard state instead of entering downtime just after first Soft Critical state. In other words - users get one notification and then service enters downtime. ")
Same scenario is happening in our production environment. Fixed downtime is working ok, but if you use flexible one...above scenario happens.

I've confirmed your bug and brought it to the direct attention of our development team. Hopefully they can get it fixed prior to the next release.
