There may be a firewall blocking NTP connections, a lot of places only allow machines to get NTP data from specific internal servers/switches and then they only allow those specific servers/switches to talk with external NTP servers, your best bet is to talk with your network/firewall team.

You might ask your networking folks if they have an NTP device. A lot of big organizations will host their own NTP service using a stratum 0 GPS or like type device. Usually this is handled by the networking folks and as such they may not need to let you outside of the company firewall. Of course it doesn't hurt to add external sources too, in case all of your internal sources fail.
