From running that command I get:

-bash: /usr/local/nagios/bin/nagios: Permission denied

I have tried rebuilding this from scratch and get the exact same result again.

I followed the instructions for installing NagiOS Core here: https://pimylifeup.com/raspberry-pi-nagios/ and everything went fine with no errors whatsoever.
