For host down there will have to be some kind of delay, otherwise your Nagios would have to be perpetually checking that one device and it would never get any other work done. You probably don't have a host group called "general-servers" if you open up your hostgroups.cfg (under nagios/etc/) you should see all of the host groups that have already been defined.
If you create a new one called general-servers that should solve your problem.

The behaviour of how Nagios handles the monitoring scripts is immutable, you cannot modify that behaviour.
