I'd just install apt-get install daemon, reboot and replace /etc/init.d/nagios file by the "hack" script.
Now everything fine

I had the same result == Can't open /etc/init.d/functions with Ubuntu 12 and Debian 7.
I'd just install apt-get install daemon, reboot and replace /etc/init.d/nagios file by the "hack" script.
Now everything fine thx!
