Same here. So this is a permission issue. If you have a look into /usr/local/nagios/etc/cgi.cfg, modify use_authentication=1 to use_authentication=0 TEMPORARILY it should work. For some reason the * wildcard does not work... PS: also check contents of /var/www/cgi-bin/ you might need to copy the cgi...
