Can you monitor flexlm licenses on a windows server with nagios core?

I installed nagios on redhat 5.4. I am trying to telnet server 12489 (from the server) and getting
Connect to address .............. Connection refused
Unable to connect to remote host

You are right, it is nagios core 3.2.1. I thought I downloaded the XI version.

I have setup nagios xi 3.2.1, plugins 1.4.14 on redhat 5.4. I have also installed the agent on one of my windows servers. When I try to access via the web http://servername/nagios/, I am asked to logon, which seems to work, but then I have a blank screen.
