I see nothing happening

So all my settings are configured to notify me. I looked and no phpmailer.log existed. I enabled debug and triggered a message and still no file exists. I clicked send a test email and the file appears. So I am not sure why it is saying it is notifying by no messages seem to be going out.

I would really like to be able to sell my management on the purchase of this product but I am having an issue with notifications and I am not a Linux expert but I do love my command prompt.
