Oh Finally I found root cause. As per nagios documentation https://assets.nagios.com/downloads/nagioscore/docs/nagioscore/3/en/configmain.html#enable_notifications , enable_notifications flag value will be ignored if state retention enabled. I am not sure if it is a good idea to disable this option....
