Try changing the notification_commands to the following for that contact and see it the works for you.
service_notification_commands notify_service_xi_contact
host_notification_commands notify_host_xi_contact

You are in the right place but the folder has capital T's in the name, try
/usr/local/nagiosna/var/TomTest
as the path

I found a couple of plugins that can check for if a Windows host has been rebooted. Do you have notifications disabled for when that service is flapping?
If so, that could be the reason you didn't receive a notification.

Remove this line

For a test, I downgraded my copy of wkhtmltopdf to the same version you are running and the report did run for me on my XI 2.0 server.
Is there a chance you can post the full error message for the Failed to render URL with without editing it?

We found out from our developer on how the old backups are removed during scheduled backups. When the backup runs, it will delete only one of the latest files, not all of them that are over the limit. If you had your backup limit set to 140 and then changed it to 90, it will not delete the 50 oldest...
