How did you transfer the nagios data to the new host?

There's a step in the upgrade that you may need to run when changing the OS/version.

The simplest solution would be to search the internet for the error and start checking things.

I think under admin there's a delete and rewrite files option try that.
There's also a /usr/local/nagios/etc/static/ dir where files not managed by CCM can exist.
