A VM level snapshot would also be appropriate. Or if you have a backup from a previous time period, that would work also. I realize the frustration in your case, but the docs include a backup step because resizing a file system can be dangerous if done irresponsibly.

Can you show is the exact htpasswd command you're using? It should be targeting /etc/nagios/passwd based on your apache configs.

It looks like SELinux is enabled on this system. Can you disable SELinux and see if it fixes your problems? SELinux is known to cause several issues within Nagios XI.
