Nagios should start without issue on a clean fully updated CentOS 7 post reboot.

I'm having trouble exactly reproducing your results. Can you provide more details regarding OS/ARCH and specific testing methodology? 5.3.0 is due to be released in the near future and if this is indeed a bug it would be great to get it fixed before then.

Does date output correct time? It's not clear if the info in your previous post was generated close to the same time as the posting. It is possible your Nagios system isn't keeping time correctly. Generally configuring NTP will keep a system's time accurate enough for most uses, but some edge cases ...

Other things to confirm:
You can do do a netstat -an | grep 5666 on the Mac Terminal to ensure it's listening.
Also an ipfw list from Terminal will show loaded fw rules.
Note: Those commands may require root access so use sudo if need be.
