How do I change the amount of time between host checks (pings) from minutes to seconds so I can check every 30 seconds?

This would be dangerous. Nagios scheduler is not truly cut out for that sort of thing.
What you could do is have several service checks, granted they may all run at the same time every minute. Another, perhaps better, solution is to use -p, --packets= to a high number(60 or 55), you will want to adjust the check timeouts so the ping can run for more then a minute.

Although it is technically possible to do this, it requires some changes to the underlying Nagios Core engine that would affect the scheduling of other hosts/services you monitor, and is therefore not recommended.
