Yes, NCPA supports Debian 11. You can check out the following link for more info. Be sure to change the linux option to Debian 11. I will now lock this post.

NCPA v3 supports Debian v9+. The beta, which is actually quite solid, can be downloaded here: https://www.nagios.org/ncpa/#downloads

Scroll down to the bottom of the page to see the beta downloads.

The production version should be out within a few weeks, plus or minus, as I understand it.
