Why can't non-admin user view Fusion alerts?

Why can't non-admin user view Fusion alerts?
I have a non-admin user who only receives alerts for service groups, not individual hosts. When I log in to the local XI with this user, I can view all the services and alerts. However, when I try to connect the user to Fusion, although the credentials are correct, I am unable to see any alerts. I have checked the auth.log for errors and I can see all the data and alerts. I have also used the command "php /usr/local/nagiosfusion/cron/poll_subsys.php --server 1--user user --debug" and received all the data. Can you suggest a reason why I am unable to view alerts for this user? I am using Fusion 4.1.6 and XI 5.6.11.
