In Availability report there should be a feature which should gauge the uptime of a service/host as 100% when it is scheduled as a down time for certain period in time. As of now even though server is scheduled for down time, it is not considering as 100%.
Design :
While pulling the availability report "Step 3: Select Report Options" should be an option which can include/exclude the schedule downtime for availability report calculation as 100% or 100% - scheduled down time % respectively.
AVAILABILITY REPORT should consider scheduled down time
