I would like a notification to be sent if a state changes from WARNING to CRITICAL for a given service, regardless of whether it is acknowledged or not.

Because most of the time you acknowledge a WARNING, you will want to know if it gets to CRITICAL, so it makes a lot of sense to have the notification suppression end with a state change of WARNING->CRITICAL.

As long as the acknowledgement isn't "sticky", you should still receive notifications on state changes:

However, if you set the acknowledgement to "Sticky" it will block state change notifications until the acknowledgement is removed or the state recovers. Does that explain things a bit better?

Yes, it very much does answer my question. Thank you. I never quite noticed this detail; but glad I know it now. Actually, now that I am re-reading it, the Nagios Core online documentation is clear enough, a little better than the XI online doc IMO:
"This command is used to acknowledge a service problem. When a service problem is acknowledged, future notifications about problems are temporarily disabled until the service changes from its current state. If you want acknowledgement to disable notifications until the service recovers, check the 'Sticky Acknowledgement' checkbox. Contacts for this service will receive a notification about the acknowledgement, so they are aware that someone is working on the problem. Additionally, a comment will also be added to the service. Make sure to enter your name and fill in a brief description of what you are doing in the comment field. If you would like the service comment to remain once the acknowledgement is removed, check the 'Persistent Comment' checkbox. If you do not want an acknowledgement notification sent out to the appropriate contacts, uncheck the 'Send Notification' checkbox.
