Service Escalations exclude option

Service Escalations need to either have an 'exclude' option or they need to ignore servers that are missing specified services

For example -
If i have a 1000 servers and I want to alert on all services I only need one entry - *
But, if I wanted to alert on all services except for one, I have to create 1000 different entries, one for each server, and add each individual service to each individual server is it on

It is unworkable

If I was able to specify '*' and also add a named service but set it to 'exclude' then this could be avoided

Alternatively just let the config ignore any hosts that are missing the named services and only add ones that exist

I did some digging into this and I believe there is a bug in Nagios Core related to this, I have filed a bug report here
