Hire EverWatch to set up a Nagios monitor on your box with an event handler to restart the service if it's not running.

Assuming you have (sudo) super user privileges.
Run this command to enable start at boot
Reboot and run the following command to check rsyslog status.
Check logs to identify any potential issues.
