NRPE offline installation

I need your help to know how I can install NRPE in offline server. This server has no internet access, so I can't install NRPE plugins and the pre-requisites online.
Can I make one offline NRPE installation file contains all required plugins, packages and the pre-requisites?

I read that it contains the required dependencies, but it may try to update the installed dependencies. This is also installation from source, and in some servers I'm not allowed to install the development dependencies to compile NRPE, so I need also to do the installation by installing RPM packages instead of using compilation.
