Multi-Tenant XI - new created service definitions

Hi,

We have a Multi-Tenant configuration for XI setup which appears to be working mostly as designed. Users of each tenant are able to access CCM and add their own service definitions. The issue we're facing is that when a Non-Admin user adds a service definition to their tenant it doesn't show up in their tenant, it only shows under the admin users view at which point it can be assigned to the correct tenant. I've gone through the config files that CCM generates and it looks like the the templates and everything are being written out correctly.

We've tried to copy one of these config files into the static configuration directory and it seems like it's being picked up correctly into the right tenant.

We have several tenants that need to manage their own spaces within our infrastrcture without admin intervention.

What version of XI is this? Also, are there any tennants where this works as expected?
