Update Multiple Users via API or CLI

Sorry if this is staring me in the face.
Is there a way to update multiple users' permissions with ease? I'm looking to add a permission to multiple users across multiple systems and I'm really hoping that I don't have to do it through the XI web interface.

Check out Help -> System Reference -> POST system/user
That might have what you're looking for.
Edit:
Actually maybe not. Sorry, most POST features are updates. That looks like it just adds. I will keep looking.

It looks like that capability is not currently supported by the API. I can submit a feature request on your behalf if you'd like. Please keep in mind that the decision to implement the enhancement is at the discretion of our development team.
