i would have to say your configuration has a lot to do with this. if you start
your services fresh without saving your data you would see the initial times
change, I would suspect.
Using the standard config files that come with the nagios distribution, the save
initial state is on,
this means that when viewing your services you might notice that the times are
way off on new services.
The biggest indicator that save initial state is on, would be when you restart
the DAemon and look at your GUI interface you will notice that those services
that existed prior to the restart are green or red or whatever color they were
prior to shutdown.
With that said.
when you add new services, and restart the Daemon, is the above statement true?
if so, then that would explain the differences between your new services and your
old. If this is a big issue with your system, then you can turn the initial state
off, causing the system to force a check on all services upon startup. Please see
the documentation for how to change this variable. I would suggest, that you not
change this variable unless you really need all your services to be in line.

so with the above information, and based on the assumption that your
configuration is as above, with initial states on, no This is not a bug, the
program is doing what you told it to do.
