(13)Permission denied: exec of '/usr/local/nagios/sbin/outag

I'm getting a permissions denied errors when trying to access anything on the left pane on my nagios web site.
(13)Permission denied: exec of '/usr/local/nagios/sbin/outages.cgi' failed, referer: http://nagios.private.course.com/nagios/side.php
I've checked the permissions of the sbin folder and it has full r+w+x. Looking at the nogios.cfg I don't see anything about setting user permissions. When I did a chmod with nagiosadmin I get an error user doesn't exsist.
