Apply Configuration working but says Not Applied anyways

Some of my services in the Configure view are showing in red, saying "not applied, Apply Configuration for changes to take effect".
I hit Apply Configuration, get an OK result (green exclamation marks, saying my config is good and Nagios has been restarted), However, when I go into the Configure view for services, all of them are still showing in red and saying "not applied".

Never had this problem till today (or any nagios functionality issue). Did run a repair on mysqldb, also restarted nagios VM just to rule lingery stuff out, but no change in status. Need help from here.

PS Most of this is post cut from someone else who had the same issue recently in the public forums, but solution was not posted there.

You may have/time/zone issues. The easiest fix is too rewrite out all your configs. Go to --> Configure --> CCM --> Write Config Files --> Click "Delete". Now click "Write" and then verify. If all looks good, Apply configuration. Then check your object lists to verify that they are all "applied".

Yeah I am wondering about the time zone thing too, this is a foreign site to us. Anyways on a side note, a few hours later the "Not Applied" suddenly worked, there were no config changes made in between, just wanted to try it one more time and all went well suddenly.
