What is the accepted vehicle for submitting patches, or proposed patches, to the Core?

I've done some "interesting" things with the code that others might like, including the display of "passive checks enabled" for hosts in the status.cgi executable (which I posted here). I also fiddled with the code for NSCA to enable it to enter comments into either host or service entries, which I find useful for certain SNMP-derived data.

I am sure that this forum is not the proper vehicle, so I hereby ask, "What is the proper vehicle to submit proposed patches/changes?"

Submit changes or feature requests either to tracker.nagios.org or to the nagios-devel mailing list on the Nagios sourceforge page.
