Service Interleave Factor, does it do what I think?

My assumption was that the nagios.cfg configuration option:

service_interleave_factor=s

would use some kind of smart factoring to spread out service checks over time so the concurrent checks would not be overwhelming. I do not find this to be the case, as I see the checks spiking up to 100+ checks for 3-4 minutes, then an essentially idle period for 6-7 minutes, then spike to 100+, etc. I have a pretty graph if anyone would like to see it, my question is, is the service_interleave_factor the option that would control this behaviour? Or should I instead be playing with max_concurrent_checks? The 'more information' links for both of these options says: TODO, which is not terribly helpful...
