configuration file load sequence

Has the sequence of loading configuration files changed between version 3.5 and 4.2?
I have an installation with a lot of servicedependencies, but after upgarding to Nagios core 4, it looks like the files are loaded in an other sequence then before.

The order the configuration files are loaded is set in the main nagios.cfg file.
The nagios,cfg file is loaded from the top to the bottom of the file so to change the order that they are loaded, you would just move them up or down in the nagios.cfg file.
The host and service configuration files seem to be random when they are loaded.
