Connect to address .............. Connection refused
Unable to connect to remote host
can't telnet to 12489

Re: can't telnet to 12489
Purely guessing based on the port number, I suspect you're trying to connect to NSClient++ running on a Windows machine that needs to be monitored - is that correct? If so, you'll need to also remember to add your Nagios server's IP address to the allowed addresses option in the NSClient++ configuration file and restart NSClient++ for that to take effect. Connections from machines not specified there will be rejected.

Re: can't telnet to 12489
Yes, that is exactly what I am trying to do. And I have added the allowed_hosts in the nsc.ini file. However, if I type telnet 11.11.11.11 12489, I get
Connection to 11.11.11.11 Could not open connection to the host, on port 12489: connection failed
I get the same message when doing the telnet from the nagios server.
Connection to 11.11.11.11 Could not open connection to the host, on port 12489: connection failed
I get the same message when doing the telnet from the nagios server.

have you verified that the NSClient++ on the windows machine is running, the port is 'Listening' and it's not being blocked by the windows firewall?

I believe my systems are talking to each other now. But there is nothing in my index.html file?
