New Install Error

I have installed Nagios Core on Ubuntu Server 20 and getting the following error when I try to start the service:
Job for nagios.service failed because the control process exited with error code.
Results of systemctl status nagios.service are:

The directory /usr/local/nagios/etc/ only contains htpasswd.users and no nagios.cfg file. Is that the issue? Is there a cfg file I can drop into that directory?
