Scheduled downtime/Comments lost after nagios4 restarted

Found out a problem(?) that nagios 4.3.4 will lose the scheduled downtime or comments after we restart the nagios if the info is not stored in retention data. And we observe that is new in nagios 4 and nagios 3 behaves differently.

Reproduce:
1. use a big value in retention_update_interval = 60
2. schedule a 2 hour downtime and add a comment
3. can see this info in status.dat but not yet in retention.dat
4. after 1 or 2 min, restart the nagios server
5. the scheduled downtime and comments are gone

I tried to use retention_update_interval = 0, but when I restart the nagios, the info was still not stored in the retention.dat file.

I wonder whether this is a bug or expected behaviour?
