so actually a user can not assign to a host group, but the user can view or see all hosts in a host group, that one of the hosts that is a contact of itself, hosts is a member of it is NOT a contact of.

That is correct. If a host is a member of a hostgroup, the monitoring contact that has been added to this host CAN view the entire hostgroup (all members), however, he/she would NOT be able to "drill down" (view any information about the other hosts).
If this user tries to view a host, that he/she is not a monitoring contact to, the error message will appear:

It appears as though you do not have permission to view information for this host...
If you believe this is an error, check the HTTP server authentication requirements for accessing this CGI
and check the authorization options in your CGI configuration file.

yes. here is my problem any solution i need.
If a host is a member of a hostgroup, the monitoring contact that has been added to this host CAN view the hostgroup WITH ONLY THE HOSTS THAT HE IS A MONITORING CONTACT (NOT all members).
any solution for me that i can BUY or download (if it is not so expensive).

There is no solution that I know of to the problem you present currently, no. Not when assigning a contact to a host who is in a hostgroup.
