How can I print a list of all the services that Nagios is montoring? Can I also print a list or all the Hosts being monitored?

You could use

Reports > Legacy Reports > Availability > "Host(s)" > ** ALL HOSTS ** > Next and that will give you a list of all hosts being monitored and their uptime percentage.

You can do the same for services using the same Legacy report.

Is there a current plan to retire the legacy reports? I personally haven't found the new availability report very useful but we use the previous availability report, in XI 2011 under legacy, very helpful for statistics.

Not for the time being. If in the future we find a way to convey the information as comprehensively in the new reports as comprehensively as the Legacy reports do, then perhaps, but its not on our short list.
