We dug into this further and it appear that the cause was a change in the way Python 2.7 handles JSON objects...
The tall and short of it is you should be able to just install the attached component by extracting the attached zip to
/usr/local/nagiosxi/html/includes/components/capacityplanning/
This should resolve the issue, and will be implemented in future releases.
