Apply configuration succeeds but doesn't

That looked like it worked successfully, but I'm back to square one now. If I change a setting and save it, then hit apply the setting isn't applied.

Could you check to see if your time settings are correct. Admin --> System Profile, and look at php time and system time.

Yep, they both look correct.
