We do not use Flash and we do not use Java in Core, so updating those will not have any effect. We use JavaScript which is entirely different from Java, despite their similar names.
Can you visit the map and tail the apache error logs again? I want to see what might be logged their after the change. In addition, using Firefox please visit the map page and open the Browser Console by pressing Ctrl+Shift+J and find the Logging tab. Are there any errors listed there?

Fresh install of 4.1.1 on CentOS 6.5 - both maps work perfectly in all 3 of my browsers. (FF 40 something, Edge and IE11)
This thread has been all over the map talking about flash and java which are 100% irrelevant to the operation of any UI elements in Nagios Core, any version. The error that you're showing us is from the browser, not from the web server which is what tmcdonald requested. Please show us the apache error logs for further troubleshooting.
So with that said, my 2 cents of advice are to abandon this installation, backup and reinstall. The amount of time you have spent already is probably 2-3x that which it would take to reinstall from scratch, unless you have a wildly custom configuration.

jdalrymple, thank you for your advice. I use Centos 5.11 and upgrade to 6.5 will not be easy. So one server I can peform fresh isntall, but its not easy. I wiil need to reinstall all installed plugion (check_oracle_helth, check_mssql_helth, check_cisco_configs and so on), re-install MRTG+RRD, PNP4Nagios, logs, grapshs...
Besides that I have another installtion with 11 Nagios servers connected in distribution system...

Do you plan on being on 5.11 forever? Don't let me tell you how to run your operation, but sometimes it's useful to see things like this as an opportunity to not only upgrade things, but maybe work towards freeing yourself from the burden of complicated upgrades down the road a bit. Make your installation a bit more streamlined etc.
That said, if we are to help you further troubleshoot the existing install we have to see those apache logs. They are the next step in the troubleshooting process. Reference tmcdonald's post.
