Did you restart the nagios / apache service after entering the command @Box293 mentioned?

From the screenshot you posted it does not appear that the services were restarted after entering the command. Can you please do that and let us know if it's working or not?

Sorry, I restart apache and nagios but the error persist.

What is the output of this command:

grep nag /etc/group
What operating system are you running linux on?

Do you get any webpage when you go to:
http://localhost/
