Right now all that happens when I try to open a link, say to the tactical overview page is it downloads tac.cgi

What version of Ubuntu are you running?

I suggest removing the old version of Core 3.2.x and install core version 4.1.1 by following these instructions.

Can I simply start with this installation with Nagios 3.2.3 still there?

Yes the install of Nagios 4.1.1 was much quicker and easier and is already up and running. Thank you very much for your help.
