Hello,
I checked and the contact group settings are only set in Host, not in service, which is the way I wanted so all services on that host inherit the setting from the host. But there is at least one service that the notification was only sent to some people in the contact group, not the whole group.
Need help troubleshooting please. I can PM my profile and name of the service and person who did not get the notification.
Thanks!
Jessica Zhang

caterpillartce, can you also PM us the "/usr/local/nagios/var/objects.cache" file?
Note: it could be in a different location if you are using RAM disk.

I can see in the contact's definition that you have:
Let us know if this fixed your problem.
BTW, the service in question is added to the correct contactgroup, and the user in question is a member of that contactgroup, so everything else looked fine in the objects.cache.
Go to the CCM->Contacts-><your contact>->Alert Settings tab, and set Host/Service Notifications Enabled = "on". Save, and apply configuration.host_notifications_enabled 0
service_notifications_enabled 0

Re: why some in a contact group didn't get notified
I compared the contacts that didn't receive the alert with the contacts that did... and I believe you are right and this should fix the issue. Not sure why or how their alert were turned off as they did receive some alerts when I tested a few days ago...
Thanks for the help! and this thread can be closed.
