I just wanted to let you know that the problem is resolved (finally). I'm a bit embarrassed to say that the issue was complete user error.
When the ticket was escalated to me that "service groups were inaccessible via the web interface" I checked to make sure service groups had been created but failed to notice that no services had been added to the groups yet. Since the error message said I didn't have permission to access the service groups I went down that rabbit hole (and drug you with me). I added a new service last night and put it into a service group and suddenly the permissions error went away. I added all of the other services into groups and everything is working as expected now and displays on the web interface with no permissions errors.
So...I'm really sorry to have wasted your time but I really appreciate the help trying to figure this issue out.
