We just tested the exact same check on a clean install running the same version of Nagios and it worked. I believe it should generate a notification about ten minutes after the hard state is reached.

Can you please click on Notifications under Incident Management on the left pane of the home page to see if the notification for that event is listed?

We also need to see the host state as well as the service state, because a down host could have suppressed notifications for dependent services. Please perform the following steps to gather more information.
  1. Navigate to the Reports section of XI using the top bar > then click on State History under Available Reports on the left pane.
  • Adjust the Period to include the time the problem occurred.
  • Select the host from the Limit To dropdown.
  • Don't limit the Services, we want to see host and service states.
  • For Type, select Both.
  • For State Type, select Both.
  • For State, select Any.
  • Click Run.

I've found some alerts are actually using the delay. I need to go through everything I have to see if I can find the problem. It'll take some time as it seems everything these days takes too long to do. Go ahead and close this ticket and I'll open a new one if needed with better data.
