Our of curiosity, what address do you have in the Program URL under Admin -> System Settings
And, does this user have access to this URL (e.g. can their computer resolve the host?)

Also, please try to uncheck the read-only option for this user. That option overwrites will overwrite the option to control and configure hosts and services.
