Does the Nagios Core and Nagios XI have the capability of monitoring the OS Event Viewer? Are these plug-ins or just part of the configuration on both Nagios and Nagios XI?

If you are speaking of Event Logs, both Nagios Core, and Nagios XI have the ability to monitor them through plugins:
