What is the maximum number of users Nagios XI can handle?

I don't think there is a limit in the code as far as the total count but it really depends on the system specs/sizing/current usage, what those users are doing, and what dashlets/dashboards/tabs they have open that auto-refresh/etc.

How many users do you expect to be accessing the XI web interface at the same time?

There are some things you can do to mitigate that like increasing dashlet/page refresh rate intervals/etc in Admin > Performance Settings > Dashlets.
