No update yet, I wasn't able to replicate your output of "yum list installed mariadb-devel"

This environment allows for a successful install of XI 5.10.0 and and upgrade to 5.11.2 so it's possible this package difference is causing issues. It's odd that you have a rhel7 mariadb repo on an Oracle Linux 7.9 OS.

Do we have an update on NDO part, as this is not let us to upgrade our environment.

Just to make sure it's not anything related to packages. Do you have the following installed?
