Licensing - Stand up a new server for upgrade
We'd like to start looking into standing up a 2nd server to migrate to with the latest version of Fusion on a new OS. I'm not sure how the Fusion license works. Are we only licensed for our one prod instance or do we have any Dev/DR licensing as well? Is there any option for a "trial" license or temporary license if not so we can stand up and migrate to a new system?

When you buy a Fusion license, it comes with 3 entitlements. This allows you to stand up a production server, a backup server and a lab/test server. This is the documentation for the Fusion License Entitlements.
Since you just have the one production server, you should be good to go.
If you do have problems getting your second server entitled, please contact Customer Service at https://answerhub.nagios.com/support/s/ and they can help you straighten things out.
If you have non-technical questions about licensing, you can reach out to csm@nagios.com.

Is there any way to copy the config or bulk-fuse all the servers from our existing instance to a DR or test instance?

Currently, there is no way to copy the config or bulk-fuse all the servers from an existing machine via the browser.
However, there are API endpoints that could prove useful in accomplishing what you need.
You can find the details to the API in Fusion by navigating to Help -> REST API Docs -> System Reference
