We have found a bug in one of the upgrade scripts that can cause this if you do not have a INSTALL_PATH envoronment variable.

Please unzip the attached file and place in /tmp/nagiosxi/subcomponents/wkhtml

and re-run the upgrade

I did that and now get this error:

I ran with the new install file, same result. Here is the upgrade.txt file.

OK. It completed the upgrade. Now every single device we monitor is showing as down and generating thousands of alerts. What do we do?

Installing the wkhtml sub-component shouldn't have anything to do with this issue you are currently experiencing.
Do you have a network connectivity issues? Are all services running on the nagios server box? Did you try restarting the nagios server?
Can you send us a screenshot of the errors you are seeing?
